Framework for Ethical Billing and Fee Transparency

The Council of Presidents of Medical Colleges (CPMC) has released the Medical Specialist Professionalism Framework – Ethical Billing and Fee Transparency.

Launched following the first CPMC meeting of 2026, held 4-5 March at Parliament House in Canberra, the Framework:

  • Brings together shared principles already reflected in colleges’ existing codes of conduct
  • Does not introduce new obligations
  • Provides clarity and consistency for specialists and trainees
  • Supports ethical, compassionate and transparent fee‑setting and billing practices
  • Promotes informed financial consent and clear disclosure of out‑of‑pocket costs
  • Reinforces that patient interests come first, with fair fees and no hidden costs

The Council of Presidents of Medical Colleges (CPMC) is the peak body representing Australia’s specialist medical colleges. It works to uphold and advance standards of medical practice across specialist disciplines and meets four times a year to discuss strategic issues affecting the specialist medical sector.
